Quality Migrant Admission Scheme

The Quality Migrant Admission Scheme (referred to as the Talented Persons Scheme) is intended to attract outstanding foreign talents to settle in Hong Kong. The program was announced on February 23, 2006 and officially launched in June 2006. 



Programme Advantages/ Features:

  1. Employment before application is not required
  2. More international job opportunities
  3. You can bring your spouse and unmarried children under the age of 18 to Hong Kong
  4. Meet specific requirements and apply for permanent residence after 7 years



Applicants must meet the following requirements:

  1. Age 18 or above
  2. Has a good academic record and financial ability to meet the score requirements of either one of the scoring system
  3. With good Chinese or English writing and speaking skills

Method One: Achievement Score System

  1. Were awarded for outstanding achievement (such as Olympic medals, Nobel Prizes, national or international awards), or
  2. Prove that their work experience has been affirmed by their peers, or that they have made significant contributions to the development of their sectors (e.g., awarded a lifetime achievement award in the industry).
  3. Scores are perfect or zero


Method Two: Comprehensive Score System

  1. The highest score is 195 points and the passing score is 80 points
  2. Graded items include: age, academic or professional qualifications, language ability, work experience, family background
